Our Mission and Vision

Our Story

Founded in 2013, Clarity Health Care provides mental health care in Melbourne (Fitzroy and Malvern) and Hobart with a comprehensive approach. Our aim is to provide an alternative to the hospital setting for individuals experiencing severe mental illness.  

Our team comprises psychiatrists, psychologists, occupational therapists, mental health social workers, and registered nurses to provide evidence-based care through various modalities that are flexible and accessible to all consumers – so clients have one care plan under one roof.  

Clarity Health Care’s workforce design emphasises collaboration and continuity of care, guided by the recovery model and bio-psycho-social model. We are experienced in managing complex cases and offer nationally delivered services through telehealth and clinics in Victoria and Tasmania. 

Our model is proven to deliver recovery outcomes, with one review showing a 90% reduction in psychiatric hospital readmissions due to our intervention. 

Clarity’s evidence-based approach goes beyond the clinic. We have earned recognition through funding arrangements with North Western Melbourne PHN for the delivery of the Head to Health service, supporting people with complex mental illness as part of the Brimbank Mental Health and Wellbeing Local, and a hospital substitution program for private health insurers.

Davis Lemke

Davis Lemke
CEO & Managing Director 

MBA, B.Psych (Hons) 

Davis has over 20 years of senior management experience in healthcare and government. He is passionate about reforming the health system in favour of consumers, and has led significant programs of work that deliver on the quadruple aim of healthcare: improved patient experience, better clinical outcomes, stronger clinician experience, and at a lower cost to funders. 

Most recently, Davis was a board director of the Calvary-Medibank Joint Venture, which delivers the My Home Hospital Program for SA Health and Wellbeing, and COVID Care at Home, which supported 160,000 COVID-positive patients in four jurisdictions. He was also a Senior Executive at Medibank, where he was accountable for partnering with system funders to improve the lives of Australians. 

Working in partnership with Government, Davis has developed and established multiple large scale COVID support programs. In addition to COVID Care at Home, this includes a telehealth and digital triage service in NSW supporting over 500,000 patients and contact tracing for four jurisdictions, and a COVID mental health line for beyondblue. 

Prior to this he led the Medibank business in New Zealand where he tripled the size and impact it provided to New Zealanders. 

Davis has also worked in government, leading policy development in some the most complex policy areas of this century: nuclear power generation; genetically modified organism regulation; human cloning; and medical indemnity.

Professor David Castle
Non-Executive Director & Consultant Psychiatrist

Professor David Castle is Professor of Psychiatry at the Centre for Mental Health Services Innovation at the University of Tasmania. His previous positions include inaugural Scientific Director of the Centre for Complex Interventions at the Centre for Addictions and Mental Health, University of Toronto, and Professor of Psychiatry at St Vincent’s Health and The University of Melbourne. 

His wide clinical and research interests include schizophrenia and related disorders, bipolar disorder, cannabis abuse, OCD spectrum disorders, and disorders of body image, including body dysmorphic disorder. He has published nearly 900 papers and chapters, and over 25 books.  

David has received a number of awards for his work, including the Ian Simpson Award, which was awarded in 2015 by the RANZCP in recognition of his outstanding contributions to clinical psychiatry, as assessed through service to patients and the community. 

Yoni Cukierman
Non-Executive Director

MBA, BCom (Hons)

Driven by a personal passion for healthcare and coming from a family all with backgrounds in healthcare professions, Yoni is deeply committed to supporting Clarity’s mission to deliver innovative mental health care and extend the reach of its recovery model in the community. 

Yoni holds a senior leadership role in a growth investment firm, as well as board roles in multiple growing organisations, and has significant expertise in governance. In prior roles, Yoni gained extensive exposure to healthcare, logistics and consumer companies, bringing these insights to support Clarity’s positive social impact. Previously, Yoni also held leadership roles in his campus community, both at universities in Melbourne and Spain.

Jason Korman

Jason’s interest in mental health care and involvement with Clarity was driven by seeing the complexity of navigating the mental health care landscape in Australia which often makes it difficult for patients to know where to turn for treatment. He saw Clarity’s model, where customised treatment plans are developed and delivered by a multi-disciplinary team in a community setting, as the ideal solution. 

In his professional life, Jason has had extensive investment and board experience across a wide range of industries in Australia and the US. Jason is motivated to utilise this experience to assist Clarity in expanding its model of care to more patients across Australia whilst providing a unique and rewarding team-based environment for clinical staff.

Parwana Nawabi

Parwana Nawabi
Clinical Director

Parwana Nawabi is the Clinical Director at Clarity Health Care and an experienced Psychologist & Family Therapist. She has worked extensively within acute mental health, psychotherapeutic, and holistic therapeutic teams, holding both clinical and leadership roles. 

Parwana is highly trained in a range of evidence-based modalities, including Interpersonal Psychotherapy (IPT), Schema Therapy, Cognitive Behaviour Therapy (CBT), Cognitive Processing Therapy (CPT), and Dialectical Behaviour Therapy (DBT), as well as family therapy approaches. She is deeply committed to fostering leadership built on collaboration, mutual respect, and authenticity. 

Matthew Warden

Dr Matthew Warden
Chief Medical Officer

Dr. Matthew Warden is a Consultant Psychiatrist at Clarity Health Care, bringing extensive experience across public and private mental health services in both Australia and the UK. 

He has held leadership positions, including Director of Acute Inpatient Services, ECT, and Mental Health Act governance at St Vincent’s Hospital, Melbourne, as well as Consultant Psychiatrist roles in Tasmania’s community mental health sector. He has contributed to mental health policy and governance as a member of the Mental Health Act Tribunal in Tasmania and held academic roles with the University of Melbourne. 

With expertise in mood and anxiety disorders, including bipolar disorder, OCD, and depression, Matthew combines clinical leadership with a strong commitment to evidence-based care. He holds an MBBS, MRC Psych, and a Diploma of Mental Health Law from Northumbria University, UK. 

Mitzi

Mitzi Ajero-Paderes
Implementation Director

M.Nurs (Mental Health), B.Nurs, GradDip (Alcohol & Drugs)

Mitzi Ajero-Paderes is the Implementation Director at Clarity Health Care and a Registered Mental Health Nurse with over 15 years in the field. She has worked with adults experiencing complex mental health conditions, including depression, anxiety, schizophrenia, and major life transitions. 

Mitzi has a special interest in medication transition support and takes a strengths-based, client-centred approach to care. She is committed to fostering authenticity and collaboration in her work, ensuring that clients feel supported and empowered in their mental health journey. 

With a Master’s in Mental Health Nursing, a Graduate Diploma in Alcohol and Drugs, and published research on perinatal suicidality, Mitzi combines clinical expertise with a commitment to evidence-based practice. She is a member of the Australian College of Mental Health Nurses and AHPRA, bringing leadership and insight to Clarity Health Care’s implementation strategies.  

Vicky Hanlon

Victoria Hanlon
Marketing Manager

Victoria has over 17 years of experience in communications and marketing, both in Australia and the UK. Her career has spanned public relations, media relations, content and social, digital media, and copywriting, with a strong focus on healthcare.  

Previously, Victoria worked at Swisse Wellness and its parent company, the H&H Group, where she was responsible for communications, copywriting, and content and social media. Prior to that, she worked in the Corporate Affairs team at Medibank, where she managed media relations, including the period of its IPO.  

Victoria has a particular interest in ensuring that healthcare communications – which can often be confusing and come at a vulnerable time in an individual’s life – are clear, concise, and easy to understand. When clients are empowered with the information they need, they are in a greater position to improve their wellbeing.
